[IPT] IPT v2.3 - release candidate

Dear IPT users, 

Thank you to everyone that tested the IPT v2.3 release candidate (RC1).  

Following RC1’s release, a significant amount of improvements have taken place thus warranting a second release candidate (RC2) [1]. 

Once again we’d greatly appreciate your help testing. Beware, however, that this version is only intended for testing and should not be installed in production. For those that don’t have time to install it themselves, remember you can use http://ipt.gbif-uat.org/ [2]. 

The most notable change in RC2 requiring testing, is that an organisation no longer needs to be installed in order to start publishing resources. If you encounter problems with this change, please update its corresponding issue here [3].

Thank you again for your attention and help in creating another successful version of the IPT.
