[IPT] Static assets URLs

Thanks Tim, I forgot/wasn't aware of this settings, and it seems to work 
very well!

I guess this settings can be changed at any time without breaking 
anything (existing test resources for example)? I ask because my IP will 
likely change between Brussels and Antananarivo!
