[IPT] IPT v2.3.1 released

Dear IPT users, 

A new minor release of the IPT (v2.3.1) has been released and is available for download here [1]. 

This minor release fixes a bug [2] limited to IPT version 2.3, and affects resources whose metadata:
contains non-English characters
was edited after upgrading to version 2.3
To fix the problem, please upgrade to 2.3.1 and fix badly encoded characters in your metadata.

Instructions on how to upgrade your IPT can be found in the IPT’s Release Notes [3].
