[IPT] No resources can be created until at least one organisation able to host resources is associated to the IPT

Dear Julien, 

This is by design, because the resource’s publishing organisation must now be supplied as part of the basic (mandatory) metadata.

To proceed in test mode, you can simply register your IPT against "Test Organisation #1”. The password is password.
