[IPT] No resources can be created until at least one organisation able to host resources is associated to the IPT

Hi,

I installed the last version of IPT(v2.2.1), I can no longer manage my
resource in test mode 'cause the IPT ask to me to add an organisation when
i want to create a new resource

No resources can be created until at least one organisation able to host
> resources is associated to the IPT. Please contact your IPT administrator
> for help.


Is it a bug ? misconfiguration ?
