[IPT] digir/tapirlink useful features ...

This querying functionality is indeed available in Tapirlink, which is a 
solid and proven data provider package.

However, this thread makes me think that also Tapirlink could be 
enhanced to support harvesting by Darwin Core archive, similar to IPT.  
I mean, often users want to bulk download the whole resource.  I just 
had such a question the other day. This would probably speed up GBIF 
data portal harvesting process greatly.

As an existing Tapirlink provider, we are unlikely to migrate to IPT. 
But we could upgrade Tapirlink to a version that supports Darwin Core 
archiving.

Please allow me to suggest that GBIF order this enhancement to Tapirlink.
