Yep, saw this go by yesterday.
I believe this is largely an update of an existing Executive Order signed under President Clinton in 1999 --- as referenced --- with a few additions/revisions, including:
· Expanding member ship in the National Invasive Council to include additional federal agencies/offices;
· Addition of a National Invasive Species Assessment (due in 2020);
· Regular updates for National Management Plan (every three years, beginning in 2019);
· Providing exemption for Dept of State and Dept of Defense for requirements, at the discretion of the Secretary (head) of these departments.
This is my take on this, on first read last night and also from an announcement yesterday at a meeting in DC hosted by National Invasive Species Council.
Hope this is helpful. Not sure what these changes mean exactly from an operational/functional perspective, and how they may be implemented/modified after 20 January --- with the changing of the administration.
