[IPT] Proxy disabled due to 404 response

Dear Yasuhiko,

The test page on our test system was unfortunately broken, causing the 
proxy server configuration to fail.  It should now be working again: 
https://gbrds.gbif-uat.org/ so your IPT should start up correctly -- it 
might be necessary to restart Tomcat.
