[IPT] IPT security update release: 2.4.1

Dear IPT users,

A new version of the IPT has been released, version 2.4.1.

This version includes security updates from Apache Struts and other code 
libraries the IPT uses.  For this reason, all users should upgrade.

The new version is available for download at 
https://repository.gbif.org/content/groups/gbif/org/gbif/ipt/2.4.1/ipt-2.4.1.war 
.  New CentOS packages and Docker containers have also been generated, 
please see https://github.com/gbif/ipt#latest-release-241 .

Later this year we will make another release of the IPT with bugfixes 
and other improvements, based on the issues logged in GitHub or via this
