[IPT] Migrating IPT and changing Resource Managers

I have migrated a resource to a new instance of IPT on a different server, however I want to change the Resource Manager.  Migrating the resource without changing the manager give a "FreeMarker template error".
Do I have to recreate the Resource Managers on the new server, or can I make the edits somewhere else?
