[API-users] Networks list route only returning one result

Yes

We have cleaned up all the legacy / unmaintained network mappings.
OBIS is the only network that is going to be maintained at the moment.

Was this an integration test perhaps? If so, I’d recommend accepting 0 as well, since we might remove and recreate OBIS at some point.
