This querying functionality is indeed available in Tapirlink, which is a solid and proven data provider package.
However, this thread makes me think that also Tapirlink could be enhanced to support harvesting by Darwin Core archive, similar to IPT. I mean, often users want to bulk download the whole resource. I just had such a question the other day. This would probably speed up GBIF data portal harvesting process greatly.
As an existing Tapirlink provider, we are unlikely to migrate to IPT. But we could upgrade Tapirlink to a version that supports Darwin Core archiving.
Please allow me to suggest that GBIF order this enhancement to Tapirlink.

You are correct in understanding the IPT 2.0, in that it does not support ad-hoc querying. There are many potential development directions for the IPT, and during 2011 we will open up a wider discussion amongst the IPT users to determine the best approach. One more question regarding digir/tapirlink versus IPT:
It was possible to launch direct xml queries to them, so I could construct a web server to show inventories or specific searches of an specific data provider. How can I do this with IPT? I haven't looked in detail but I guess the only way to get data from IPT is downloading full datasets
Nobody else has requested this feature? Would it be possible to have something like this built in IPT, without reducing IPT performance a lot?
