One-pager on proposed changes to Darwin Core

Added a few comments and suggestions, mainly calling for links for smoother further work, and maybe an example to better explain why it matters in IAS context.

This is extremely helpful - many thanks. I have made a few comments on the document and look forward to discussing it further. This will be an important part of our final report. From your perspective, how can GBIF help/what does GBIF need to do to help take this forward?
