only the current version is available through the API, just as any other checklist dataset in ChecklistBank. But we do keep the older versions around as dwc archives, versioned by date: http://rs.gbif.org/datasets/backbone/

how one can refer version of GBIF Backbone taxonomy? Works using the backbone need to specify its version for comparison of rsults between works. Different backbone may give different conclusion.
