In case it helps, you could do this with some code by querying the list of publishing countries:
http://api.gbif.org/v1/node/country
and use this list (after removing PT) to query with country=PT&publishingCountry=AD. This isn’t as handy as the single query (and single download) you are suggesting, but it should get you there via a longer route.

Yes, that's it:
identify all occurrences in Portugal published by institutions NOT in Portugal. If you could create that custom query, it would greatly facilitate the management of the national data portal in the future.
But for the time being, I understand that the only option is to download all occurrences for Portugal, and afterwards filter it to remove records published by Portuguese, right?
