[Ala-portal] Ala-install GitHub moved

Hi all,

We have moved the ala-install project to the ALA github project which is:

https://github.com/AtlasOfLivingAustralia/ala-install

It no longer exists in the GBIF GitHub, and this is because it is primarily maintained by the ALA folks now.
