[Ala-portal] translation tool

Hi all,

Tim suggested us to try crowdin to translate the properties file to Spanish and I can say I'm quite satisfied with it and the chance of unifying criteria with other Spanish speaking countries.

What do you think about adopting it as the tool of choice?
