In case it is of use, the tool on ALA/Living Atlas side for scratchpad-like functionality is what we call “Profiles”.

This allows users to add descriptive information about taxa and is intended to provide some of the tools a taxonomic workbench might consist of. I don’t think any LA instance outside of ALA is using Profiles currently.
It is also worth noting its dependent on a number of other services being setup (occurrences stack, taxon services etc).
