<p>Dear BID colleagues,</p>
<p>My name is André Heughebaert, I'm working at the <a
href="http://www.biodiversity.be/">Belgian Biodiversity Platform</a>
as GBIF Node Manager for Belgium since 2005.</p>
<p>My expertise covers Data management and quality, technical
training, advocating Open Data and advising data holders.<br>
</p>
<p>I was involved in previous Capacity Enhancement projects with
Mauritania, Togo and the Philippines.<br>
</p>
<p>I'm also managing the Platform IT team that develop and host a
bunch of IT solutions for the scientific community.<br>
</p>
<p>I'm Civil Engineer in Computer Sciences and Master in
Environmental Management.</p>
I prefer using Open Source Software such as PostgreSQL, QGIS,
OpenRefine, LibreOffice or the Ruby language.<br>
